Managing Director and CEO
An assessment industry veteran and scholar, Dr. Patz has responsibility for Pacific Metrics’ strategic direction and development. He is passionate about the research foundations and technical quality of assessment products and services, as well as organizational development and the science of measurement. Dr. Patz is ACT’s chief measurement officer and is a former president of the National Council on Measurement in Education (NCME).
Leading our business strategy, planning, and program execution, Mr. Guerin sets our course in client-facing activities, strategic business partnerships and sales, systems design and implementation, next generation technology innovations, and product development. He is actively involved in leading industry organizations and initiatives.
Director of Finance/Controller
An experienced finance leader, Mr. Dau oversees our finance and administrative operations and teams. He collaborates with our staff and clients on project budgeting and contract negotiations, working with a keen understanding of clients’ needs to balance costs and outcomes.
Ms. Moreland brings substantial legal, contracts, international business, intellectual property and publishing experience to the company. She leads the company’s unique copyright licensing and permissions department which provides specialized copyright services to other companies.
Director of Sales Operations
Ms. Senft is responsible for analyzing new business opportunities against Pacific Metrics’ short- and long-term strategic goals, pursuing new opportunities, capturing new business via procurement processes, and measuring and reporting sales and marketing performance.
Vice President of Service and Technology Operations
Mr. Mistretta leads our technology team in developing new and emerging technology solutions. He has a strong background in management, software engineering, and technical research. He is also skilled in algorithm design, systems development, and implementation. Mr. Mistretta applies his expertise to shape our technology strategy and innovation program and ensure that all of our technology programs are enhanced and sustained for years to come.
Vice President of Customer Experience & Program Management
Ms. Mugan leads our department responsible for operational programs and complex client engagements and is frequently involved in the oversight of many of our large assessment projects, including the recent Louisiana Online Assessment System. She has worked in product development and policy management roles prior to joining Pacific Metrics.
Director of Sales
As the Director of Sales, Ms. Garner is responsible for planning and implementing sales strategies, closing sales, marketing, and support of product development, both short and long range, targeted toward existing and new markets.
Director of Human Resources
Leading all human resource functions at Pacific Metrics, Ms. Fortman’s areas of responsibility include recruitment and staffing, benefits, classification and compensation, learning and development, employee relations and career services, and leadership development. She plays a key role in defining the company’s business strategy, planning, and execution.
Tia Sukin, Ed.D.
Director of Research for Psychometric Services
Tia Sukin serves as the Director of Research for Psychometric Services at Pacific Metrics. She manages the psychometric direction of our online testing programs; and leads the Psychometric team in overseeing a research agenda, supervising test development efforts, and supporting the decision making process of clients and business partners on relevant projects. Past endeavors have provided Dr. Sukin with valuable experience working with high-stakes assessment programs like Defense Language Proficiency Tests, the National Assessment of Educational Progress, and state accountability programs for special populations. Her research interests include item response theory, test equating methods, item parameter drift detection, generalizability theory applications, and validity studies. She aims to enhance the valid use of test data and assessment literacy for various stakeholders.
Wim van der Linden
Distinguished Scientist & Director of Research Innovation
Dr. Wim J. van der Linden is Distinguished Scientist and Director of Research Innovation at Pacific Metrics. He is also a Professor Emeritus of Measurement and Data Analysis at the University of Twente, Netherlands. He has published over 300 journal articles, authored a book titled Linear Models for Optimal Test Design, and edited several volumes on test theory, including the three-volume Handbook of Item Response Theory, to be published by Chapman & Hall/CRC in spring 2016. Dr. van der Linden is also a past president of the Psychometric Society and NCME, a recipient of the NCME and ATP career achievement awards as well as the AERA E. F. Lindquist award, and holds an honorary doctorate from the University of Umeå, Sweden. His research interests include item response theory, adaptive testing, optimal test assembly, parameter linking, test equating, and response-time modeling and applications.
