Stella Gibbs, Executive Vice President
Ms. Gibbs is responsible for the company’s operations as well as the company’s business development activities. Having spent twenty years in the assessment industry, she provides hands-on experience and an understanding of practical issues regarding assessment design, development, implementation, scoring, and standard-setting; project and product management; and marketing, business development and operations. Prior to joining Pacific Metrics, Ms. Gibbs held roles of increasing responsibility and influence at Measured Progress (formerly Advanced Systems), and was a National Accounts Manager at CTB/McGraw-Hill. She was closely involved with the inception of both Louisiana’s LEAP program and their first online practice tests (PASS). Her reputation for integrity, efficiency, and dedication to state assessment goals are well known throughout the assessment industry. Her history of proven experience in the planning and implementation of numerous state assessment projects includes responsibilities as Project Director for Louisiana PASS, as well as managing Pacific Metrics involvement as a subcontractor on Louisiana’s iLEAP and LEAP assessments.
Ms. Gibbs has been involved in leadership roles in statewide assessments in Missouri, Pennsylvania, Rhode Island and Wisconsin. She currently serves as a consultant to the Chief Council of State School Officers (CCSSO) working with their Technical Issues in Large Scale Assessment (TILSA) Computer Based Testing subgroup to develop an interactive decision tool to assist states in moving from a paper-pencil testing environment to an online administration. Her extensive background in project management and her broad knowledge of assessment enables her to provide sound and practical advice during the design and development of large-scale assessment programs.
Ms. Gibbs holds an MBA from Southern New Hampshire University, a Masters in Occupational Education, and a B.Ed. (Hons.) from the University of Exeter in England.
