Pacific Metrics Appoints Dr. Phoebe C. Winter as Vice President for Education Policy

Monterey, CA— Pacific Metrics Corporation, a leading provider of technical assessment solutions, is pleased to announce the appointment of Dr. Phoebe C. Winter as Vice President for Education Policy.

Dr. Winter is a nationally recognized expert in education policy and educational assessment research and development. Her work focuses on bringing together policy, psychometric, and practical perspectives to the design and implementation of educational assessment and accountability programs. In her work she emphasizes strengthening the validity of uses and interpretations of results from these programs.

Dr. Winter actively consults with a number of states on technical and policy issues related to assessment and accountability programs, She has worked extensively with the U.S. Department of Education to develop guidelines for the technical aspects of state assessment programs, in addition to having reviewed state assessment systems and provided technical assistance to states. She served as the research director at the Center for the Study of Assessment Validity and Evaluation (C-SAVE) at the University of Maryland, where she coordinated projects related to validity of assessments for English language learners. Prior to going to C-SAVE, she was a project director with the Council of Chief State School Officers (CCSSO), bringing state testing staff and researchers together to develop and conduct joint research projects around technical issues in large-scale assessment. Her current research focuses on the comparability of scores from different test formats and is supported by a grant from the U.S. Department of Education.

Dr. Winter is familiar with all aspects of large-scale assessment, with broad experience in both teacher and student assessments at the state level, including the design, scoring, and analysis of the results of large-scale assessment programs. She has written a number of books and articles that focus on policy and technical issues in state assessment. She holds a Ph.D. from Columbia University in psychology, with an emphasis on measurement, evaluation, and applied statistics. Dr. Winter will continue to reside in Richmond, Virginia.
